New South Wales has recorded 301 new COVID-19 cases and ten deaths a day before restrictions are set to ease again.

It comes as the state government has announced a $130 million support package for mental health, and $86 million for the arts community.

The state ticked over the long-awaited 80 per cent fully vaccinated target yesterday, unlocking a new set of freedoms that will take effect from tomorrow, including school going back.

"Mental health is the untold story of this pandemic," NSW Treasurer Dominic Perrottet said today.

He said the funding would fund more services, more beds, more counsellors and more appointments.

"We don't want anyone to slip through the cracks,' Mr Perrottet said.

"This package will save lives, and it will help us confront the crisis of suicide," NSW Treasurer Matt Kean added.

"We want to see out arts sector get back on its feet," Mr Kean said.

"This funding commitment will allow the arts and cultural sector to relaunch with certainty and confidence to deliver works that audiences have missed over the past year."
